I checked my usage and was able to verify that the minutes used when GV called my cell was covered under the A-list. The critical component is to make sure your Google Voice number is calling your cell number (both incoming and outgoing). You can configure Google Voice just to pass on the number calling. Under those circumstances, normal minutes would apply.
